KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, October 23, 2019 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: None. Representative Rendon moved to adopt the meeting minutes from October 16, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair recognized Representative Wozniak, who shared with the committee members his handout, “Comparison of Home and Community Based Long Term Care Programs.” A brief discussion followed. A copy is attached. Thee Chair laid before the committee the Safe Sleep Presentation given by the Michigan Department of Health and Human Services. Colleen Nelson, LMSW, Coordinator for the Infant Safe Sleep Program, and Nicholas Drzal, Unit Manager for Infant Health Unit in the Perinatal and Infant Health Section of the Division of Maternal and Infant Heath of the Bureau of Health and Wellness, within the Michigan Department of Health and Human Services gave a PowerPoint presentation on “Infant Safe Sleep”. Questions and discussion followed. Copies of the PowerPoint and handout are attached. There being no further business before the committee, Representative Meerman moved to adjourn the Committee. There being no objection, the motion prevailed by unanimous consent. The Chair laid HCR 2 before the committee: HCR 2 (Rep. Vaupel) A concurrent resolution to declare Adverse Childhood Experiences (ACEs) a critical health issue, commit the Legislature to action, and encourage the Governor to direct agencies to assess and report progress on reducing ACEs. The following individuals submitted a testimony card in support of HCR 2, but did not wish to speak: Amy Zaagman, Executive Director for the Michigan Council for Maternal and Child Health, and Jared Burkhart, Executive Director of the Michigan Chapter of American Academy of Pediatrics. Representative Wozniak moved to adopt the meeting minutes from June 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4076 before the committee: HB 4076 (Rep. Kuppa) A bill to amend 1931 PA 328, entitled “The Michigan penal code,"(MCL 750.1 to 750.568) by adding section 145g. LaGrand) A bill to amend 1975 PA 238, entitled “Child protection law,"(MCL 722.621 to 722.638) by adding section 9b. Representative Matt Hall, the Chair of the House Standing Committee on Oversight, introduced two members of the House Oversight Committee, Representatives David LaGrand and Andrea Schroeder. The Oversight Chair proceeded to brief the committee on his committee’s recommendations on the Auditor General’s Performance Audit on Children’s Protective Services. Representative Hall, bill sponsor for House Bill 4705, Representative LaGrand, bill sponsor for House Bill 4709, and Representative Schroeder, bill sponsor for House Bill 4706, explained their bills. Questions and discussion followed. A copy of the House Oversight recommendations is attached. Representative Liberati moved to reconsider the vote by which the committee referred House Bill 4076 (H-2) to the Committee on Judiciary. The motion prevailed, the vote being 8-0-0. FAVORABLE ROLL CALL Yeas: Representatives Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, and Cynthia A. Johnson. Nays: none. Pass: none. The motion to reconsider was adopted. Dan Wojciak, Staff Attorney at Michigan Elder Law, and Ron Tatro, Director of Michigan Elder Justice Coordinating Council, briefed the committee on the new programs and initiatives regarding elder abuse.
