CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 19, 2021 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Marino, Berman, Paquette, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: None. Excused: None. Representative Kuppa moved to adopt the meeting minutes from April 28, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4637 before the committee: HB 4637 (Rep. Martin) A bill to amend 1846 RS 16, entitled "Of the powers and duties of townships, the election and duties of township officers, and the division of townships," (MCL 41.1a to 41.110c) by adding section 2a. Representative Alexander moved to report out HB 4637 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Marino, Berman, Paquette, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. The Chair laid HB 4378 and HB 4379 before the committee: HB 4378 (Rep. Garza) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 27 and 34d (MCL 211.27 and 211.34d), section 27 as amended by 2019 PA 116 and section 34d as amended by 2019 PA 117. HB 4379 (Rep. Garza) A bill to amend 1995 PA 24, entitled "Michigan economic growth authority act," by amending section 3 (MCL 207.803), as amended by 2010 PA 272. Representative Garza moved to adopt substitute (H-1) to HB 4378. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Marino, Berman, Paquette, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. Representative Garza testified in support of HB 4378 and HB 4379. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4378, but did not wish to speak: Chris Hackbarth, representing the Michigan Municipal League.
